The magic word here is "open relay". GTE/Verizon (one of the big ISP's)
gets blacklisted periodically for this. It's something that shouldn't
happen but does.
Much as we all hate spam, or more precisely spammers, I'm not quite sure
what to make of this approach as it comes dangerously close to "kill the
messenger". If they've been _permanently_ banned that's just plain stupid
because soon they won't be taking email from anybody.
Just as an example of how dumb this can get, a couple years ago GTE got
blacklisted by Intermail. The funny thing is that they had a special
arrangement with Intermail to provide additional webmail addresses for GTE
customers--there was a a special log-in page just for GTE customers and
everything. So what happened was I couldn't email myself from one account
to the other even though the two companies were supposedly in cahoots.
Brilliant. How difficult is it to pick up the phone? Guess they couldn't
send an email, huh?
