There quite a lot of people who have built 19" routers (custom case) with
fanless psu's. All you have to do is get a big heatsink and desolder
the mosfets of your AT psu and mount them on the heatsink. This way you
can do without a fan. Here's a picture of the mosfets:

And don't forget to insulate them.
And you have to test this system for heat for a longer period of time,
cause you don't want your system to blow up...
or you could use watercooling (also on the mosfet chips :)
