 Hi Tim,

 One opamp (comparator) should do the job.
 Supply lines : +10 and -10 volt
 Non inverting input : fixed to 2 volts with a resistive divider.
 Inverting input : input voltage via a resistor (plus a diode to the +
 10 volt to protect the opamp's input)
 If input voltage is 0 V, the inverting input is lower than the
 non-inverting => output is + 10 V
 If input voltage is 15 V, the inverting input is higher than the
 non-inverting => output is - 10 V

 Just an idea, not tested ! It's 01:30 AM in Belgium... ;-)
