My MIDI2CV will support 14bit CCs, but I didn't plan anything like you mention .. would be quite tricky to get it right!  14bit CCs are enough on their own - you just need a controller which supports them!  Quite often pitch bend is 14bit (at least on good quality controller keyboards), but unfortunately I know of no sequencer which allows mapping of pitch bend to 14bit CC - in any case you really need a whole bank of 14bit controls, not just 1.
