Also if you do the math:

15 volts / 1000 ohms = 15 milliamps x 15 volts = 225 milliwatts

So 1K is the smallest value resistor the will sustain a continuos fault
current with out exceeding the dissipation rating of a 1/4 watt resistor.

Not that there is anything wrong with using 100 or 470. But a 1K 1/4 watt is
very safe from a reliability standpoint.
