John and all,
Well, the answer is (drum roll, please): UL sez its
high voltage! The rest of your product can run on
3.3V, but if you put a modem in there ... SHAZAM! The
low-voltage directive no longer applies. If fact,
rumor has it that the 42.4V number was picked in part
because its lower that the 48V Battery Voltage
standard of US telecom.
Believe me: Been there, done that, didn't even get a
stinkin t-shirt.
