I bet that 33 mHz, or perhaps 11 mHz might be standard items in some
crystal catalogs. 33mHz is a common frequency in computer circuitry. I know
that a lower frequency might need a less complicated divider circuit, but
I'm not sure if you can find a 1.1 mHz crystal quite as easily.

As Ian suggested, it is certainly possible to have crystals made to order,
even in single unit quantities. If I recall properly, the prices aren't too
bad either.
