While I don't know why "Ð" special char was used here, it probably means
it needs 9 to 14 V DC.

BTW that "capitol D with minus sign typed over it" is actually a letter
from serbian latinnic/croatian alphabet, and it's spelled like Gi
in Italian name Giovanni.
I bet noone knew that here :)
