The fundamental is the first. The math works this way.

For example:

A square wave is an infinite series of odd harmonic sine waves decreasing in
amplitude by the harmonic value. ie. 1st = gain of 1, 3rd = gain of 1/3...
99th = gain of 1/99.

Full wave rectified sine wave only contains even harmonics. The fundamental
must be missing. 2nd, 4th, 6th.....

Drawing sine wave graph overlays is revealing.
