I'd say that truck suffered a little ESD damage while in transit.

I've heard of a similar incident involving a truck boom that came into 
contact with a 34,000 volt line.
This truck was actually levitating on the fireballs under all of its 
tires - moving as if it were floating on an air-hockey table.
