I think one of the MOTM VC LFOs does exactly this - but maybe not.
You could try implementing a voltage-controlled version of the Korg
MS-20 LFO, replacing the potentiometer with a suitable
voltage-controlled equivalent... if you can invent one. Modulating the
waveshape without affecting the frequency is the real challenge - or
modulate the waveshape and compensate for the frequency variation.
The other method is to take an existing LFO waveform and warp it under
voltage control - look up "Tillman modulator" in the archives - a
possible design that Don Tillman suggested a couple of years ago.
