It is pretty simple to use one inverting op amp stage to set up a 0-10V
CV on the SSM2164.

Use a 100K on the minus input of the op amp for the CV and another 100K
connected to the same input and to a source of -10V from a regulator or
reference. The gain resistor would be 33K for 100 dB range. The ouput of
the op amp varies from -3.3V at 0 CV to 0 V at 10V CV.

The SSM2164 is fully on at 0 Volts on the CV input.
