Grant,
It may be worth trying a phase meter for the calibration - I have not 
tried this myself yet, but judging "circularity" on an oscilloscope is 
difficult when only small errors are involved - and it is the small 
errors that make the difference here. I have seen schematics in the 
usual journals and amateur radio publications for  phase meters built 
with CMOS or TTL flip flops.
