[sdiy] mobile phones

Are there DIY tools available to create graphics and ringtones for cell
phones? And once you've created some custom stuff, how do you download it?
Personally, I can't wait until my cell can play WAV or MP3 files when it
rings. (I want it to play the sequence from the end of Karn Evil 9, or the
beginning of Baba O'Reily)
