[sdiy] Question about altec delay equalizer

I recently acquired a large lot of labratory
test-equipment and broadcast equipment. One of the
pieces included was an altec delay equalizer. I havent
plugged this in yet, but I have no idea what it could
be used for. Any Ideas?
