Yes, you can use Ghostscript to generate PDF files! I don't think the
compression is as great though (probably to do with patent issues with
compression algorithms *yawn*) but I use it all the time (running on
Linux) to convert PS to PDF.
For example, I do my schematics in Xfig (yeah, ok, you can stop laughing
now) and convert to PDFs with ghostscript -- there's a handy little script
called, wait for it, "ps2pdf". Nice'n'easy.
I'm pretty sure the Win32 version of Ghostview does this too, but you'll
have to check (download it anyway, its very handy). In windows choose a
generic Postscript printer and save to file, then use GS to convert to
PDF. Job done. It would seem that the print target device to use is
called "pdfwrite".
