[sdiy] LM 317 regulators

Dear Greg,
    I've had exactly one 317 fail on me, in a power supply for effects pedals.
The part was probably around ten years old.  There was no ceremony, no smoke,
it just quit.  My experience is that 99% of failures in gear are
mechanical--switches, pots, jacks, wires.  I guess that regulator was my 1%.
Nevertheless, I was actually a litle surprised when it happened.
