It was the "Master Synchronizer", an Anderton article in Keyboard, Jan &
Feb 1983,
later made into a Paia Kit. Basiclly, it accepted a data-stream input
(usually a sync signal from tape) and output whole, half, quarter, eight,
triplet, etc divisions of the master note value.
If you can't find those back issues, let me know & I'll look it up & copy
it for you.
