Yes!  Do it!  Not silly!

FSK is a form of FM and the encoded signal can be easily 
recovered with a PLL.  I would use a 4046.  You will 
probably need to condition the output to make a logic 
level, then run that into your favorite CMOS divider 
chips.  This should be a piece of cake and work like a 
peach.  This is exactly the sort of thing for which a PLL 
is perfect.
