I would start by looking here:

They have a low cost solution (~$220), I have used several of their
programmers and feel they are pretty good.
However, here is one thing to consider about old equipment. Old
equipment has old eproms in them. If you wanted to say, back up the 1702A
eproms that are in that Paia 8700....well, good luck. I know of no
programmer that is currently manufactured that supports these devices. I am
not saying there isn't one, but, I sure don't know of one.
Also, I saw the 2708 mentioned in a few posts today. The EMP-10 (which
is what costs 220) does not, as near as I can tell, support this device. You
will be hard pressed to find a programmer that does.
If you want to DIY...so to speak...you might be able to find an old
Data-IO programmer on ebay or something, but, I would not pay top dollar for
one of these, in fact, I would pay bottom dollar, as they were contancerous.
The model number I am thinking of (although, my memory is really bad) is the
29B (I hope). This programmer could program almost anything. But to tell
you the truth, I think you will be happier with the EMP-10 (which can program
everything from the 2716 on up).
