[sdiy] What the hell is a Kriminiser?

On German 2nd edition of Elektor Formant book appears a module called 
Kriminiser. Unfortunately I haven't found the English version so it would be 
great that anybody could help me telling me what is its function, why german 
people have those powerful names for everything.

I want to build a KRIMINISER! although I have to learn German!
