Check out ardour (http://ardour.sourceforge.net/). I don't think it is
finished yet
but it looks promising.
Also check out http://www.bright.net/~dlphilp/linuxsound/ for a list of
available
free software for sound on Linux.
There is also a great standard for plugins called LADSPA, with tons of
cool
free plugins (http://www.ladspa.org/ and http://plugin.org.uk/).
