I'm not sure if it's the same flush you're referring to but I've used that 
sound for years when windows was shutting down. There was a thing going on 
USENET years and years ago. Ooooo. 1994 I'd guess? There was quite a 
variety as I recall but this seemed to be the one everyone was talking 
about. I've never seen a picture of it but it sounds like one of those big 
ol' pull-the-chain type units. We use to have one here until someone 
decided to modernize. A friend of mine use to live in a place that had one 
called "MAX" No shit. (Well ok shit but not of the Bull variety) on the 
cast iron cistern it had MAX stamped in a bold type face about 6 inches 
high. We even wrote a reggae song called "Max the Toilet." About a guy 
who'd swallow anything.

That sound is so ubiquitous here that My Dog recognizes it no matter which 
computer she hears it on. Even if I have to reboot in the middle of the day 
she get's up, stretches and looks at me like. "Well Time for bed I guess."
