On the computer, both Studio Vision Pro by opcode and
Cyling '74s Max will do this... hardware...  I think
(not entirely sure) that the MMT8 sequencer allows you
to do this...if not exactly, it does allow you to
control 8 channels of midi 'loops' arranged into
patterns from the front panel...  kind of similar to
'playing' the patterns in a drum machine, while the
machine is running
