I guess most filter design programs should allow poles and zero's as input
(FilterWiz - cheap, SuperFilter - not so cheap).
In PSpice you can also define poles and zeroes directly (with the "laplace"
ABM model).
No shifting around of poles and zero's on an s-plane with the mouse, though.
