[sdiy] POWER transformers

I have this PCB mount ERA power transformer from Reichelt that claims to 
be 2 x 18 volts. I connected it how I think it works and I get about 
half of that. Did I connect the primary wrong? I don't think so.....

There are 4 pins accross the primary side. I connected the 2 middle ones 
together and the power line to the outside ones. The rop shows 0-115 on 
each side of the case, I expect that means that the 2 pins on each side 
are 2 coils that should be series for 130 and parallel for 115 volts. I 
am in Germany, 230 volts. BTW

Is that wrong?
