Check out the 'MIDI-CLOCK' program :-)
You need something like a 555 oscillator to provide the clock pulses at the
speed you want,
it then generates MIDI clock, start and stop signals (from buttons) and also
provides 8 outputs (divided from clock) suitable for driving older step
analogue sequencers..
