Perhaps you could flip them sideways so they're 4.30" tall.  Of course
you'll need to fly wires for any jacks or pots that were PCB mounted
originally.  

I have 7 cases (21U) of Frac Rac stuff... so I'd also be hesitant to start
building MOTM-sized modules.  The size can be limiting, especially because
I use 1/4" jacks.  But I bet you can squeeze a MOTM module in there.  You
just need to use 16mm pots or smaller and be very careful with your
drilling accuracy.  Also, when mounting the PCB on angle brackets, put a
3/4" or 1" standoff between the bracket and faceplate.  This keeps the PCB
far enough behind the faceplate that the pots won't hit it.  

I made AutoCAD templates for pots / jacks so I have the front view and the
required rear clearance on seperate layers.  I can easily see if pot
terminals will be too close, etc.  I can then turn off the rear views
before printing my drill templates, etc.  By creatively rotating parts you
can get very good density on the faceplates.  Coupled with smaller knobs
(.500") you can get a nice compact modular.
