Well, it is actually older than that... if you look into The New
Hacker's Dictionary compiled by Eric S. Raymond you will learn that:

waver a dead chicken v. To perform a ritual in the direction of
crashed software or hardware that one beleives to be futile but is
nevertheless necessary so that others are satisfied that an
appropriate degree of effort has been expended. "I'll wave a dead
chicken over that source code, but I really think we've run into an OS
but." Compare voodoo programming, rain dance.

This does not contradict what you said, but it is older.

The dictionary is online, but I do recommend that you get the book,
and lie down and read some of it when you have an agonizing problem.
You will find that you enlarge your vocabulary, make yourself
understood by peers and get better respect by management since now
they do not understand what you say... ;O)
