The low level 'SynthKit' that is used to develop custom synths is only
available for the MAC PowerPC or Gx processors. You will also need to sign
an NDA (Non-Disclosure Agreement) to get it. This is stripped down software
(for the Oasys only) that they use internally to develope their other
synths.
There is also a user group on Yahoo. Some people from Korg also help out
here.

Computer Music is a pretty good magazine but $14.00 a copy in the USA.
The Korg Oasys is $500.00 at Guitar Center.
