I use TraxMaker for PCB layout - it's part of CircuitMaker 2000 from
http://www.microcode.com

I've tried every other package I could find, and found TraxMaker was the
most intuituive for me.
I don't really use schematic capture - I prefer to manually lay out my
boards.
You may have different working methods and prefer something else.

There is a free student version of CircuitMaker, with some limitations,
available from their site.
Worth a try...
