Up the value of R25 and R26 to 3K3... that should do it, although this
will also alter the passband gain of the filter and feedback networks.
So you could also try raising C18 to 100uF instead.
The lower limit is set by the feedback's own high pass response set by
C18 and R26.
But then again, it was never meant to oscillate at all. Check out the
Multiladder's schematic for a ladder filter that will oscillate down to
very very low frequencies. You'll see that those base resistors are
higher and the capacitor feeding them is higher too.
