Yes... the 4020, 4024, 4040, 4060, 4520 all do this. The 4520 is especially
cool because it is a dual counter with separate clock inputs... good for
two VCO's, or for a divide by 2,4,8,16 and 3,6,12,24...

With 50% duty cycle it is tricky. You multiply by 2, then divide by three.
Multiplying by 2 is the hard part... you can full wave rectify a triangle if
you
have one available, or use several comparators and a sawtooth to get multiple
pulses from a single cycle input.
