has anyone re-wired an ernie-ball volume pedal into an expression
   pedal?

Good question; because the Ernie Ball's are probably the most robust
pedals every made. They're built like tanks.

The Ernie Ball pedals were redesigned somewhat recently; the new ones
on the web site seem to have some improvements over the older pedals I
have.

For the old model pedals I would say you'd need to replace the pot
with a lower value linear pot and rewire the jack.

For the current units, it looks like their stereo 25K model will work
fine as an expression pedal. Just rewire one of the jacks.

This also suggests that you can get the exactly right 25K pot directly
from Ernie Ball if you don't have the right model. 'Probably best to
give them a call.
