I've never built it myself. The app note, as you can see from the date at
the bottom of the page, is quite old. I'm sure there are newer ICs that can
really cause the problems your talking about. I seem to recall a CMOS device
that looked at a BCD number stream an outputted a gate when the presetted
number was reached. More research!
