I dug around in the archives in my basement (a box of schematics ripped out
of magazines) and found the circuit! It's from a May 24th 1978 issue of
Electronic Design called "Divide input events with a low-cost,
voltage-programmed pulse sequencer". I scanned it and you can find it for a
short time on:

3 chips (one's a dual counter), 8 resistors, one cap, and one pot. I divides
up to 256 but there's a 4018 tacked on that can divide that even further if
needed.
