The Feburary 1993 issue of Dr. Dobbs Journal has a complete detailed
article (complete with schematic) on the actual Neural Network
Synthesizer
that Tudor used:

Unfortunately, the Intel Neural Network IC that was used was
discontinued
years ago.  In any event, the article is worth getting although you'll
have
to buy a back issue of the magazine to get it....
