[sdiy] EFM RXCV-Pro & 16F84 Pic Microcontroller Question - Please help!

How reliable is the 16F84-04/P-ND Pic Microcontroller?

I am troubleshooting an EFM RXCV-Pro, and I believe the microcontroller is
the bad component. The unit gets proper power from its own power supply, but
simply will not parse any MIDI data at all.

Has anyone built/used this interface? Are there any component changes,
quirks, board fixes, etc?
