I'd check out CircuitMaker 2000, that was the old low end Protel program...
It does schematics and simulation... They have a layout package also.
I would not call the $$$ moderate however.  Is less than $1K moderate
(for cad... maybe)

I use an old DOS program called HiwireII from Wintek. Its dongle protected
and
they want $995... I paid about $600 when buying about 5 copies at a time.
Maybe
look on E-bay ??? Some people will be selling these someday...
