If you use Microsoft Windows NT/IIS for the web server, the easiest way is
to write a custom module that can send midi in response to an http request.
Either an ActiveX component, or an ISAPI extension.

Im sure it could be done under Linux as well, but that is not my area of
expertise.

Unfortunately, all of these options require experience in programming
windows in C/C++ to do it right. I could probably do it pretty easily, but I
am a bit short on free time at the moment.
