The Ground Pin on the LM311 describes the level that the output transistor will
pull down to when "low".  It may be tied to ground or to the negative rail. It
differs from many other common comparators in that it provides this pin
separately, and does not internally tie it to the negative rail (LM339 ,
LM393).  This makes the LM311 the comparator of choice when you want to
interface a bipolar input signal with a unipolar output, such as CMOS or similar
logic families.

Congrats on your sucessful ASM-1 VCO.  The USA tradition in this case is for the
proud Father to send cigars...  ;^P
