All I can say, is that I've usedPress & Peel Blue (the iron-on stuff that you prepare with a laser printer). It works, after you get the heating levels right & there are a lot of references to it on the net.
But, if you want low cost protos & are in Europe, perhaps this might be the place:

Certainly, the 'PCB pool" prices look completely excessive to me!
