One company I have dealt with for making Circuit Boards is a place here
in San Leandro California called Douglas Electronics. $25 gets you their
DesignWorks software that will allow you to upload boards to them for
fabrication.

I've run across several companies that supply fully functional software
packages for laying out Front panels, circuitboards, etc for cheap or
free but you can only use the output files with them.
I only really use them when I'm making 5+ of a board, otherwise its
much quicker and cheaper for me to make the boards myself especially
when I have gone through 2 and 3 board revisions in a night working
on things...
