The only recent thread I remember, is a mention of someone selling 45 of
these chips on eBay recently:

That auction ended on January 1st. If you get really desperate for parts,
you might contact the winning bidder and see if he would part with a few of
the chips.
However, I would contact the following company first:

If they can't supply the part themselves, they should be able to tell you
where to get a substitute. In case you haven't dealt with this company
before, they are an American company that specializes in organ parts. (This
is basically an organ part you are looking for. They were far more common
inside organs than synths.)
Some of the top octave divider chips have actually had substitutions
engineered for them. This often consists of a similar type of TOG chip, on
a very small circuit board, along with a small amount of support circuitry.
The whole assembly is designed to emulate an obsolete TOG chip, usually
constructed using another TOG chip that is still readily available. This
assembly usually plugs right into the socket you took the old one out of.
Hopefully you can still find the original parts, if you need them. However,
there is still hope, even if you can't get the originals.
