having to use "reply all" lets you send a copy to the list and the
person who asked the question, which sometimes can be nice if the list
is slow or having problems(down)  So the person who asked the question
or whatever might get the information in a more timely manner.

The lists that I'm on where  the Reply goes to list, the Reply All also
just goes to the list... so the function of "Reply All" is negated.
Also, if you are replying  to a friend that posted, it may be a personal
message not at all related to the list-- I've seen it happen numerous
times on other lists.
