Hi Frank,
There are a view.
There is a freeware version of the old (DOS) protel,.sorry no link.
Protel is the Mercedes among the pcb packages, though this version does not
have all the features of the big protel package.
Also freeware Eagel lite, a complete package, only limits are:
1) only two layers (you don't DIY multilayers anyway)
2) board size is limited to 1/2 euro card.
All in all a useful package.

Then there is that student version of Ultiboard, about $100.
Again almost a full package, comes with a printed shape library book, very
useful.
Limitations;
1) No gerber output, is a real pain if you want a PCB house to do your
print.
2) Pin limit to 350 pins.
In past versions you could buyoff the pin limit, don't know if this is still
a option.
The student version is not on their webpage but they do advertise this in a
dutch electro magazine.
Mail sales at ultiboard.com to ask about it.
The Ultiboard package is the most complete, includes spice simulation and
spectra autorouter among other goodies.
If you can live with the size limit Eagle is the best value for money, free
;)
There are others too.
