broken fender amp, vactrol help.

Hi everybody,  it me with more broken stuff.  I got a reading off or my amp's 
varistor (if that's what it is, labeled "Vactek vactrol"  and on one end with 
two pin coming out it says 'cell'  and on the other it is marked ' - LED + ' 
againg with two other pins.)

on my DMM,  I get 12V more or less at the - and + pins,  but at the other end 
I get no voltage.  so is this broken?
