Well, I haven't called Enport yet, but I'm guessing he'll just tell me to 
send it back, and I know that will take a really long time, since it took me 
forever to get my original order.

Thanks to all the replies I got, sorry I sounded so bitter in that last 
message.  I should have described the problem in more detail.  I have in 
fact isolated the power supply: nothing is connected to it, so I know it 
must be a problem with the supply.  Besides the grounding issue, nothing is 
different between my new cabinet and when it was in its metal cabinet (when 
it was working).  Perhaps I bumped something and broke a component?  I don't 
know how to test the unit without any power running through it!  I guess the 
next step is to just call Doepfer or Enport and let them deal with it.  I 
just wanted to make sure that I didn't make any mistakes that I could be 
liable for.  Thanks for everyone's help, and I apologize for posting about 
such a hated manufacturer (I now remember reading about the Wasp filter 
incident on AH, so I understand the reactions).
