Suppose you had a standard voltage doubling charge pump ckt.
Which expects to see + input.
You connect the '+' input to ground, and what would have been its ground
to the -9 regulated rail.
Now the output of the doubler is 18v+ with respect to the -9 output,
or +9, measuring from the earth connected toi the 9v reg output.
At least that seems to be ok on the back of this gas bill.
