All,
 I love all of these macgyver suggestions.  It's great being on a list like 
this  : )    
What about the rest of your neighbors, doesn't anyone else care?
my suggestion?  Warn him and then call the POLICE!!!!!   He will know that 
you are serious.  Dealing with the law is one of the most unpleasant things 
someone has to do.  Plus, no one (Especially people who play loud music at 
three in the morning) likes unexpected visits from the POLICE!  One Police 
visit should do it.  Try the 120 volt coil thing first though, it sounds like 
too much fun...
